A primary goal of the NSTC is establishing clear national objectives for Federal science and know-how investments in a broad array of areas spanning nearly all the mission areas of the Government Department. (6)In relation to activities of the Council for Scientific and Industrial Research which are taken over by a authorities division, the foregoing sub-paragraphs shall apply with the substitution for references to a ResearchCouncil of references to that department or the Minister in control of it, as the case requires; and on any query whether or not for functions of this paragraph any matter is to be treated as referable to at least one department or one other of the activities of the Council for Scientific and Industrial Research, or to whom beneath this paragraph any property, rights, liabilities or obligations of that Council are transferred, the certificate of the F26 Secretary of State shall be conclusive.
(4)The Natural Atmosphere Analysis Council shall be chargeable for the accounts and audit of the Nature Conservancy for any period before the switch date, as far as could also be mandatory for finishing the accounts and submitting them to the Treasury; and section ninety six(3) and (four) of the Nationwide Parks and Access to the M6 Countryside Act 1949 (which relate to audit) shall apply to accounts prepared by the Pure Environment Analysis Council by advantage of this sub-paragraph as if they had been ready by the Nature Conservancy.
The strategies for reaching this broad policy objective embrace: recognizing gender concern; changing institutional construction; guaranteeing that research is guided by national developmental targets; establishing a mechanism for increased innovation, transfer, diffusion and commercialization of expertise, particularly for small and medium scale industries, with emphasis on indigenous know-how.
(1)The actions of the Council for Scientific and Industrial Analysis shall be taken over between them by such of the Analysis Councils as are concerned with the issues in query or by different government departments, and accordingly the Council for Scientific and Industrial Research and the Division of Scientific and Industrial Research will probably be dissolved.
(6)Where any activities of a Analysis Council or authorities division in relation to scientific analysis are to be taken over from it (in any other case than below this part) by any Research Council or authorities department, then on the transfer accordingly of duty for these activities the F9 Secretary of State could by order made by statutory instrument switch or present for transferring property, rights, liabilities or obligations held, acquired or incurred in connection with the carrying on of the actions previously by any Research Council or authorities division; and a Research Council shall comply with any directions of the F9 Secretary of State requiring it to take over from, or transfer to, any Research Council or government department the accountability for any activities in relation to scientific research.
